journals, and counterfoil books, there is no one whose au-
ty it is to open inward mails, this being done in a
most haphazard manner; inward registered articles and
parcels are dealt with in a manner as unsafe as it is
antiquated, being turned over to the shroff for distrib- ution to the postmen. (This Įk Adkà I am endeavouring to
check by the use of a journal in which all registered
articles for Shanghai are entered with the numbers of the postmen to whom they are entrusted, and also by the
introduction of books in which the postmen sign for
registered articles handed to. them. All this, however,
though very necessary, involves more work, and also es I
have to look after it personally, I am the sufferer.)

Que Senior Clerk who should have charge of all Money
order and Postal Orders business, and who should deal
with unpaid correspondence and keep bogholder's e7-
counts; prepare pay sheets, close London and London for-
ward mails and assist with sorting of inward mails.
- A second clerk, who should receive and open all mails,
check letter bills and return or file them, check and
registry journals and counterfoil books, check and re-
turn registered receipts, take in receipts for regis-
tered articies from the postmen,close ordinary mails
by Contract packets, assist on sorting.
A third Clerk who should deal with inward and gut-
ward parcels from and forthe United Kongdom, makeup and
close registered mails for despatch by Contract packet deal with "Town" portion of inward mails, assist in sort-
ing.
